Abstract
For this initial work, we shall focus on introducing a biological model for utilization mainly as a descriptive framework on which future analyses will be based. The model includes a definition of biological systems and introduces a concept of failure; in addition to a hypothetical mechanism by which failure occurs. We then define a functional response as a means of preventing attainment of failure state. We also define such functional responses as properties of the system, in addition to interactions between these systemic properties. We discuss determinants of the rate of- and measures of systemic failure. We conclude with two assumptions on the principal significance of systemic phenomena.
