what is the standard of "transcrip ID" in LncRNA data?

We feel confused about the "transcript ID" in LncRNA data provided by Oncolnc. Could you please explain what is the standard of "transcript ID" in LncRNA data? Or what is the meaning of "transcript ID"? And the lncRNA names in Oncolnc are inconsistent with that in TCGA, how to concert it? Thank you very much！
