What software do you use to make this figure?

I’m very interested in your excellent article. And for this part, I want to ask a question about taylor diagram. I want to use my R2 and RMSE to make a similar figure. Can I draw with this two index? And what kind of software did you use to draw this figure? R or Matlab or any other software? I would appreciate if you could tell me.
