Does this mean that the sub-seeds of an OTU have at most 2xd differences with the seed?

Does this mean that the sub-seeds of an OTU have at most 2xd differences with the seed? So if I choose d=3 at most in an OTU I will have 6 differences between my seed and my sub-seeds?
