How is taxonomy assigned to open reference OTUs?

It isn't clear to me how taxonomy is assigned to open-reference OTUs. In step 2, clusters are generated from a subset of the data remaining after step 1. In step 3, leftover reads are mapped to the clusters from step 2. How are taxonomic labels assigned to the "new reference" OTU cluster? Cheers.
