Comment About 30% Not Entering Care

What can be done to reduce the number of persons who don't access care within 3 months? The next 3 months should probably be spent looking for them and trying to connect them to care? Who's responsibility is it to follow up I wonder? Treatment facility that is unaware of them or testing facility that referred them to care?
