Could solution design have contributed to poor outcomes?

Use of Bluetooth devices to transmit data via smart phones or tablets is an inherently flawed model which could have contributed to these results. It is like saying Ford Pinto is a bad car thus ALL cars are bad. Motorola Health tried the same experiment (Bluetooth devices and smart phones) with Partners Health and disbanded the effort many years ago. Design of the solution impacts ease of use, support, maintenance, training, installation, compliance, reminders etc which then impacts the outcomes of the program.

There are many other publications which demonstrate positive outcomes. Recently, Dr. Kendall Ho presented at AMIA great results using WiFi based devices which would clearly counter the arguments above. http://medcitynews.com/2015/11/digital-health-empowers-diabetes-patients/?rf=1

It seems the variable between the two program and related outcomes is just the solution design.
