Can a cloud damage another person's cloud

I totally believe in this cloud, but what is the likely hood that a bad cloud could penetrate other people's cloud and cause an allergic response reaction. I think this would be more than likely and would explain the concept of PATM (people are allergic to me), which is something that has given me grief
