Evidence of Questionable Research Practices in John et al. (2012)?

Stroebe & Strack (2014) cite John, Loewenstein, & Prelec (2012) (https://www.cmu.edu/dietrich/sds/docs/loewenstein/MeasPrevalQuestTruthTelling.pdf) who surveyed over 2000 psychologists and conclude that "Combining three different estimation methods, we found that the percentage of respondents who have engaged in questionable practices was surprisingly high. This finding suggests that some questionable practices may constitute the prevailing research norm." (p. 524).
Am i mistaken in thinking that this is evidence on the "prevalence of such research practices" ?
