The landing page should contain the indicated catalog level metadata about the data; but it isn't necessarily the place for all of the other kinds of metadata about that data (e.g., detailed provenance or lineage information, detailed calibration information, etc.). In fact one of the potential links on the landing page could easily be a link to the full metadata record, as well as links to one or more ways to obtain the data (perhaps in a variety of formats or through various web services).

At NSIDC where I currently work, we don't even have any metadata files, just a metadata database... When someone wants a metadata file in a particular format we generate it on the fly for them. NSIDC's catalog (i.e., data set landing) pages are also generated on the fly from a database.- Ruth Duerr •
