Just for interest, Nigeria along with a few African countries have established Ebola research centres many years prior to the recent outbreak. I visited a centre in 2004, and was shocked by the barbed wire on the outside with ebola warning signs, but a typical lab setting inside. There already were pre-existing isolated cases of Ebola infected individuals, and established outbreak policies, but well contained. I'm not sure how the recent outbreak affects existing index cases though.
