The article provides a clear and complete overview on the state-of-the-art and on the history of GIS tools. GIS is without any doubt an important tool for many topics.
While machine-based pattern recognition is important, GIS also provides a useful visualization to humans, where the human eye-brain can find patterns that machines cannot find, and contribute to the global knowledge about an event or finding correlations about more events.
The topic of the paper is thus interesting, and provides information considered fair to be published. Moreover, the open approach, which is alwayss desirable, is present and well-used.
The paper is clearly written and well organized.
