Nice paper that presents an interesting and practical development of coastal management and planning. I support publication of this paper.
I have however a few comments for the authors to consider:
- First the way the system developed can or should be connected to Spatial Data Infrastructures should be discussed in the introduction. See for example recent paper by Creseveau but not limited to (reference given below).
- Secondly Figure 1 is well done and informative but give more details on the respective functions of each software component, this will help to generalize the approach
- Last but not least the authors should clarify who are the final users of their system. This is not mentioned and should increase the value of their paper
- If room more details on the interface development will help

Title of the Short Paper Open source tools to support Integrated Coastal Management and Maritime Spatial Planning
Does the submission provide adequate motivation and interesting conclusions? Good
Does the submission address a challenging or new theoretical/practical issue? Yes
Does the submission present a new approach to an issue or does it put forward a novel combination of existing ideas or techniques? Yes
Is the submission technically sound? Good
Are the results clearly described and critically evaluated? Good
Is the submission clearly written and logically structured? Good
Does the submission correctly situate itself within the context of existing research literature? Fair
Is the paper closely related to OGRS scope with a content interesting to the OGRS attendees (geospatial research and/or education) ? Good
Does the submission aptly argue the open source approach ? Fair
What is the dominant among the below elements of typology? The contribution is rather thematic, that is to say mainly addresses a case study
I recommend the contribution for an oral presentation and for the publication in PeerJ Computer Science
