Leonardo's work focuses on the design and evaluation of technologies for digital government & citizenship. He has led the development of governmental apps for transparency, open data and citizen-centred service delivery in Chile. He has advised public sector organisations on the strategic implementation of new technologies for social development in areas such as education, justice, and state modernisation. He was responsible for the design of the Chilean policy on Digital Government 2010-2014. Currently he is a research student pursuing his PhD in Human Computer Interaction at the University of York, UK.
